In order to properly produce clean, useable hydrogen, new facilities and systems would have to be built. The cost of that would be substantial. These types of developments cannot be done without intense amounts of study and planning.
Hydrogen is a realistic fuel source that is in use in some places. However, it is not yet ready to become a worldwide solution.
